Meet the Founder & Managing Director

 

Michelle Zhou is the founder of Capitol Insight Pacific Partners, a U.S.-based firm that connects global technology companies with trusted public affairs, legal, and business resources as they explore opportunities in the American market.

Michelle brings a cross-sector background shaped by roles at Morgan Stanley, AIG, and Marsh, where she worked across finance, insurance, and global risk advisory in multiple regions of the world, including Asia and Europe.  She also served on the National Economic Council at the White House, contributing to policy initiatives at the intersection of innovation, trade, and industry. These experiences have given her a nuanced understanding of both private-sector priorities and public-sector dynamics—insight she now uses to guide thoughtful introductions between international firms and U.S.-based partners.

Her firm does not offer lobbying or advocacy services, but focuses exclusively on facilitating strategic referrals to reputable U.S. professionals based on each client’s sector, goals, and readiness.  Michelle works closely with top policy lobbying firms and maintains an active presence in Washington, D.C., Texas, and California. Her approach is relationship-driven, ensuring that introductions are made with discretion, alignment, and long-term trust in mind.
