About the Firm
Senior-Level Strategic Counsel with an International Perspective
Capitol Insight Pacific Partners is a U.S.-based strategic advisory firm focused on strengthening commercial, technology, investment, and institutional relationships between Taiwan and the United States. We help companies and organizations navigate complex policy and market environments, identify strategic opportunities, develop trusted relationships, and build long-term cross-border partnerships.
Our work spans market entry and expansion, policy and regulatory intelligence, strategic partnerships, government engagement, executive briefings, and regional innovation ecosystems. When specialized expertise is required, we work alongside trusted legal, government-affairs, financial, technical, and other professional advisors while remaining focused on the client’s overall strategic objectives.
Our Practice
A focused advisory firm for consequential decisions.
We do not advertise, publish league tables, or measure ourselves by transaction volume. We measure ourselves by whether the strategic relationships and guidance we provide hold up years later — through changes of administration, market cycles, and the natural turnover of counsel.
We maintain trusted relationships across government, industry, academia, professional services, and regional innovation ecosystems. When specialized expertise is required, we work alongside qualified legal, government-affairs, financial, technical, and other professional advisors while remaining focused on the client’s overall strategic objectives.

We help companies and organizations navigate complex policy and market environments while identifying opportunities and relationships that support long-term cross-border growth.

Leadership
Meet the Founder & Managing Director.
Michelle Chou is the founder of Capitol Insight Pacific Partners, a U.S.-based strategic advisory firm helping global companies navigate the U.S. policy, business, and market landscape.
Michelle brings a cross-sector background shaped by roles at Morgan Stanley, AIG, and Marsh, where she worked across finance, insurance, and global risk advisory in multiple regions of the world, including Asia and Europe. She also served on the National Economic Council at the White House, contributing to policy initiatives at the intersection of innovation, trade, and industry. These experiences have given her a nuanced understanding of both private-sector priorities and public-sector dynamics—insight she now uses to provide strategic guidance to international firms navigating U.S. policy, business, and market opportunities.
Michelle earned her undergraduate degree in Business Administration from the University of Southern California's Marshall School of Business, with a focus on Finance and Marketing. She holds a Juris Doctor from American University Washington College of Law, where she focused on International Law and Business Law.
Originally from Taiwan, Michelle is professionally fluent in English and Mandarin Chinese and brings a deep understanding of American and Taiwanese business cultures, institutions, and commercial practices.
